Questions people ask
I got a ticket in Baytown. How do I respond, and what are the three pleas and the $10 compliance dismissals?
A plea of guilty or no contest means you will be found guilty and should be prepared to pay the fine. It also gives up all of your rights to a trial. If you cannot pay the full fine and costs, be ready to document and explain your financial situation.
The deadline
When you get a citation, you have fifteen business days to respond. The law requires you to make an appearance in your case, but there are different ways to do that, and the rules differ for adults and for juveniles. Doing nothing is not one of the options.
Step 1: Are you entitled to a compliance dismissal?
A compliance dismissal ends the case if you fix the problem and meet a short list of terms. The city says these are not always a defendant's right. To qualify, you must appear on or before the required appearance date, pay an administrative fee of $10, and meet the terms for your type of ticket.
- Expired driver's license. Renew the license before the appearance date and give the court your temporary license.
- Expired vehicle registration. Renew before the appearance date and give the court a clear receipt that identifies the vehicle. The receipt must show any late penalty fee paid to the county tax assessor.
- Failing to report a change of address or name within thirty days. Change it with the Department of Public Safety before the appearance date and give the court your temporary license.
- Non-commercial defective equipment. Fix the equipment before the appearance date and show photo proof, or have the court bailiff or marshal inspect the vehicle.
- No license plate or only one plate. The registration must be current on the date of the offense, and the plate must be on the car before your first court appearance. Show photo proof or have the vehicle inspected.
- Driver's license restriction or endorsement. This applies when the restriction was added for a physical condition that was surgically or medically corrected before the offense date, and the Department of Public Safety removes it before your first court appearance.
Step 2: Enter a plea
If you do not qualify for a compliance dismissal, you must enter one of three pleas.
- Not guilty. You deny guilt and require the State to prove the charge. It does not give up any of your rights to a trial, and you can still plead guilty or no contest later.
- Guilty. You admit you committed the offense.
- Nolo contendere, also called no contest. You do not contest the charge. The city explains that a no-contest plea may not be used against you later in a civil suit for damages, while a guilty plea can be used. In a civil suit after a traffic crash, for example, a guilty plea can be used as evidence that you were at fault.

Other paths
For some traffic tickets, you may be able to ask for a deferred disposition, which can have the ticket dismissed after a set period. You lose that option if you do not ask on or before your initial appearance date. See deferred disposition in the Baytown Municipal Court. If you need an interpreter, tell the clerk ahead of time; see jury duty and interpreters.
Before you go
- Count 15 business days from the day you got the ticket and write the date down.
- If your problem is an expired license, registration or defective equipment, fix it first, then take the proof to court with $10.
- Ask a lawyer if you are unsure which plea fits; see finding a lawyer.
- The Municipal Court is at 3120 N. Main Street.

- Equipo defectuoso no comercial.
- No culpable.
