Questions people ask

Is it a good place to live? Baytown and the towns next door

Yes, for the right person, and the right person is someone who wants space and a short commute to a refining and petrochemical job, doesn't mind humidity and the occasional flare, and has already made peace with flood maps being part of house-shopping here. Here's the honest, town-by-town version.

Population is each place's most current Census figure: the Bureau's 2025 population estimate for incorporated cities that get one (Baytown, Mont Belvieu), ACS 2020–2024 for the rest. Income, home value, commute and rent (where published) are all ACS 2020–2024. "n/a" means the sample is too small for the Census Bureau to publish a rent figure, which is normal for towns this size. Beach City's income and home-value figures carry wide margins of error for the same reason; treat them as directional. For the smallest places, ACS estimates can differ a lot from the 2020 head count: the 2020 Census counted 525 people in Cove and 1,315 in Old River-Winfree.

Baytown

The anchor town and the one with the jobs: the plant corridor is the reason the other five towns exist as commuter satellites. There is no Baytown ISD; most of the city is Goose Creek CISD, rated a B (80) by the state for 2026, up from a C (78) in 2025; Sterling High and Goose Creek Memorial each earned an A this year and Lee High a B. The Goose Creek CISD Administration Building at 4544 Interstate 10 Service Road is its central office. Flooding along Cedar Bayou and Goose Creek was serious in Harvey; check the city's flood map before any offer. The fire department has held an ISO Class 1 rating since 2018, and the city sits in Class 5 of FEMA's flood Community Rating System, which discounts flood policies. Baytown City Hall at 2401 Market Street is where permits, planning and utility questions start. Suits someone who wants the most house for the money and the shortest plant commute — see is Baytown safe and moving to Baytown for the rest.

Mont Belvieu

One of the two wealthiest towns here, with Beach City, and it shows in the schools and the prices. Barbers Hill ISD carries the state's top mark, an A (93) for 2026, and is the biggest reason families choose Mont Belvieu over Baytown at about twice the price (the median home value above is $411,000 against $197,300). The old town center sits on a salt dome used for underground fuel storage, and leaks there in the 1980s led to buyouts that moved the neighborhoods off it; the history is on the salt dome essay. Mont Belvieu City Hall at 1 Town Center Boulevard handles the town's permits and utilities. Suits a family that can afford the district and wants newer construction.

Highlands

Unincorporated Harris County, Goose Creek CISD again (a B overall for 2026, though Highlands Elementary and Highlands Junior High each rated a D, so check the campus your address feeds), and the San Jacinto River on its western edge — the same river whose upstream releases put Highlands and Crosby underwater during Harvey and again in smaller events since. Prices sit close to Baytown's, and the flood question is the one to answer before anything else. The Stratford Branch Library at 509 Stratford Street, part of the Harris County Public Library system, is the town's public library. Suits someone priced out of Mont Belvieu who wants acreage and doesn't mind checking the river gauge before a big rain.

Crosby

Unincorporated Harris County, Crosby ISD (rated a C for 2024–25; check the Texas Education Agency's current rating before you decide), and Lake Houston is the draw the way the bay is Beach City's draw. Flood history along the San Jacinto is real — Harvey put the river neighborhoods under. It is also a town with few sit-down restaurants, so plan on eating at home or driving, and it is otherwise worth the drive for the fair, the rodeo and the lake. Crosby Library at 135 Hare Road, also a Harris County Public Library branch, anchors the town center. Suits a family that wants acreage, a Friday-night-football identity, and doesn't need a downtown.

Beach City

Trinity Bay frontage in a Type B general-law city of about 3,300, split between Barbers Hill ISD (an A, for most of the town) and Goose Creek CISD (a B for 2026, for a strip in the southwest). The flood reality here is the most serious on this list in a different way than the river towns: it's open bay, and the Chambers County shoreline took a storm surge of roughly 15 to 20 feet in Hurricane Ike in 2008, according to the National Hurricane Center, with the highest FEMA-measured mark at 17.5 feet. The Beach City Municipal Office at 12723 FM 2354 is open mornings all week and afternoons Tuesday through Thursday, and it is the place to ask about permits before you build. Suits someone who wants water frontage and has already budgeted for flood insurance and a raised house.

Cove and Old River-Winfree

The smallest and quietest of the six, along I-10 beside Old River Lake, both zoned to Barbers Hill ISD (the A rating again). Neither has much of a commercial center — that's Mont Belvieu, fifteen minutes off — and Cove has the shortest average commute on this list if your job is along I-10 rather than deep in the plant corridor. Suits someone who wants a lake, a good school district, and is fine driving for groceries.

Before you go

Pull up the flood map for the specific address before you tour it, because the river towns and Beach City differ mostly in where the water comes from. Ask the district which campus an address feeds, since ratings vary widely inside Goose Creek CISD. Drive the commute at shift change on 146 before you sign, and compare it with the Census average of 25.4 minutes in Baytown. Then read is Baytown safe for the everyday-risk side.

Questions people ask

  • Is Baytown, TX a good place to live? For plant work and value, yes; check the flood map and read is Baytown safe first.
  • Is Crosby, TX a good place to live? Yes for acreage and a small-town identity; the San Jacinto's flood history is the thing to plan around.
  • Is Highlands, TX a good place to live? Similar answer to Crosby: same river, same homework, closer to Baytown.
  • Is Beach City, Texas a good place to live? Yes if you want the bay and can afford to build or buy for it; the storm-surge history is real and not a reason to avoid it, just a reason to build right.
  • What's Mont Belvieu's population and why is it growing so fast? About 10,700 in the Census Bureau's 2025 estimate, up sharply over the past decade, driven by Barbers Hill ISD's reputation and the petrochemical jobs next door.

Nobody in this group is the wrong answer. The real question is which tradeoff you want: Baytown's value, Mont Belvieu's schools, Highlands' or Crosby's acreage and river, Beach City's bay, or Cove and Old River-Winfree's quiet. Pick the tradeoff, then read the flood map for that specific address before you sign anything.

Mont Belvieu, 10,673, $132,781, $411,000, 34.6 minutos. Highlands, 6,335, $52,167, $214,400, 30.7 minutos. Crosby, 4,617, $59,241, $226,700, 27.8 minutos. Beach City, 3,309, $148,574, $496,900, 31.6 minutos. Cove, 378, $57,292, $280,800, 17.6 minutos. Old River-Winfree, 2,448, $72,188, $124,700, 29.6 minutos.

Mont Belvieu

Cove y Old River-Winfree
