Questions people ask
How do I start water service in Baytown? Documents, deposits and fees for a new utility account
For proof, the city asks owners for one of these: a bill of sale, a settlement statement, a title transfer warranty deed or a closing disclosure. A renter or tenant gives a lease agreement, or a utility billing form signed by the landlord. The city's page says next-day service is available for a water connection.
What you need to apply
The city lists four things for a new account. The first is an application for service. The second is a water and sewer deposit contract. The third is proof that you have a right to the property. The fourth is a valid driver's license or other identification card, along with the deposit and service fee.

What it costs to start
Deposits are required to open an account. You can pay with cash, check, money order or a credit card, and you need identification. The city lists these amounts for a new account.
- New service connection fee: $30.
- Deposit for an owner: $100. If an owner does not have all the required papers with signatures, the city charges the renter deposit of $200 until the papers come in.
- Deposit for a renter or tenant: $200.
- Commercial or multi-unit accounts: the deposit varies.
- Revisit fee, if a crew has to come back: $10.
- Paying by credit or debit card adds a 4 percent convenience fee, on one-time and repeat payments alike.
Forms
Residential customers can use the online residential application, which also comes in Spanish. The city also lists an occupancy report, a customer release of information form and an optional automatic bank draft form. Commercial customers use the online commercial service application and the occupancy report, and a fire hydrant meter rental form is available for temporary use of a hydrant. All of these are linked from the city's page.
Other fees to know
The city lists these service charges, in effect since November 1, 2025.
- Transfer of service: $25.
- Reread of a meter: $10 the first time, and $25 after that.
- Meter test: $60.58 on this list. The city's Water Meters page names a different amount ($25), so read asking for a meter test before you request one.
- Returned check: $30.
- Delinquent fee: $50, and a late charge of 10 percent of the bill.
- Broken lock and device: $100.
- Meter tampering or a pulled meter: $500.
- Water used at a vacant or unauthorized address: $500.
Bills and due dates
The city has two billing cycles for water, sewer and garbage, based on where the property is. If your account number starts with 1, the bill is due between the 5th and the 10th of the month. If it starts with 2, it is due between the 20th and the 25th. You have about 14 days from the day the bill is mailed to pay without a penalty. Not getting a bill does not cancel what you owe. If a bill has not come ten days before the due date, ask the city's Customer Service office for the amount and date.
If you do not pay by the due date, the city adds a 10 percent late charge, and about 26 days after the original bill date, an unpaid account is scheduled for disconnection and a $50 delinquent fee. If you pay a late bill online, allow two to three business days for it to post. Pay your bill on the city's Utility Bill Online Payments page.
