Income-based and low-income housing in Baytown

Income-based housing in Baytown includes public housing, tax-credit apartments, senior communities and rental assistance. Each program has different rules, openings and waiting lists.

The public side

The straight version of a search that mostly returns advertisements: what exists, who qualifies, how long the lists are, and where to start.

The Baytown Housing Authority runs public housing and the Housing Choice Voucher (Section 8) program for the city. Its home page lists 112 public housing units at Dezavala Courts, Edison Courts, Olive Courts and Sam Houston Place, and 833 Housing Choice Vouchers. It also owns 36 mixed-finance units at Alexander Place Apartments.

BHA also owns 30 units at Lincoln Courts that are not subsidized. The office is at 1805 Cedar Bayou Road. It is open Monday through Thursday from 7 a.m. to 12:30 p.m. and from 1:30 to 5:30 p.m., and is closed Friday.

Harris County's housing authority covers Harris County under its own jurisdiction map. So check its ZIP list before assuming it covers Highlands or Crosby, and know that it warns on its site about fraudulent social media posts that claim vouchers are being issued for immediate move-in. On the east side and in Mont Belvieu, vouchers in Chambers County are administered by the state's housing agency, the Texas Department of Housing and Community Affairs, whose service-area list names Anahuac, Hankamer, Mont Belvieu, Stowell, Wallisville and Winnie.

Each list opens and closes on its own schedule, and the only honest answer to "how long" is the status on the agency's own page. BHA opens a list for a short window, online only, then closes it again. Its most recent announced opening put the Public Housing and Edison Courts waitlists online at 7 a.m. on October 8, 2026, for 500 Public Housing applications and 100 Edison Courts applications. Those windows fill fast. If that date has passed when you read this, assume the lists are closed until BHA posts another opening, and check its news page before you do anything else. Applications are free, and anyone who charges you for one isn't helping you.

The income-restricted complexes

Privately run apartments built with tax credits, with rents set by income band rather than the market: the "income-based" or "tax-credit" complexes people mean when they search. The housing page marks the ones in the six zips, with the posted rent bands. The list is short and we'd rather it be honest. They have their own applications and their own lists.

The state also runs a free search of rent-reduced apartments. The Texas Department of Housing and Community Affairs keeps a Vacancy Clearinghouse where you can search rent-reduced apartments by city, county or ZIP code, which is a faster sweep than calling every leasing office.

The senior and disabled communities

Some complexes are restricted to 62-plus or to residents with disabilities, with the same income rules. The housing page marks them. Harris County's housing authority also runs seven senior developments of its own, per its site. The Baytown Senior Citizen's Center at 2407 Market Street is the city's senior center, and the seniors page has the rest of that map.

What "cheap" isn't

Market-rate older complexes on the freeway are cheaper than the new builds but they aren't income-based. The cheap apartments guide covers them. How the voucher actually works

A voucher pays the landlord the difference between roughly 30 percent of your income and the payment standard. You find the apartment, the landlord agrees to the program, the housing authority inspects. Not every landlord takes vouchers, and Texas lets them decline. The complexes that accept them are marked on the housing page where they say so. The inspection is the slow part. The list is the slower part, and nobody on this page will pretend otherwise.

Applications are free, and anyone who charges you for one isn't helping you.

Emergency housing

The shelters and the transitional programs in the area are on the help page, and there isn't a shelter inside Baytown for every situation. Baytown Housing Authority says plainly that it does not provide emergency housing. The page says which emergency options are on the Houston side. The domestic-violence resources are separate and confidential, and listed. The United Way of Greater Baytown Area & Chambers County at 5309 Decker Drive is open weekdays 8 a.m. to 4 p.m. and is a local office to ask when you don't know where to start. The American Red Cross also lists a Baytown address at the same building.

Help with the rest

Rental and utility assistance, meaning the county's programs, the churches' funds and the nonprofits, are on the help page with eligibility. Two state programs that once paid rent, the Texas Rent Relief and Eviction Diversion Program and the Homeowner Assistance Fund, have closed. The state's Help for Texans page lists what is open now.
