In Baytown, 'utilities included' usually means water, sewer and trash, not electricity. Compare the bundled rent with the real city bill before deciding it is a deal.
What it usually means
Water, sewer and trash, the city's bundle, folded into the rent. Electricity almost never, because power here is metered and billed through a retail provider, and a Baytown August would sink a landlord who included it. Internet sometimes, at the newer complexes with a bulk contract. Gas rarely; many of the complexes here run all-electric, so ask.
The city's own bill is the thing being bundled, so it helps to know its shape. Before the October change, the City billing page listed an $11.82 water base charge and a $12.76 sewer base charge. The first 2,000 gallons were $3.19 per thousand for both water and sewer.
Water then rose to $7.20 per thousand for the next 4,000 gallons and $9.93 above 6,000 gallons; sewer was $7.20 per thousand for the next 10,000. The City's five-thousand-gallon example, at those earlier rates, totaled $124.54 after a $40 garbage-and-recycling charge and a $4 municipal drainage charge.
The current numbers are higher. The FY2027 budget raises water about 4.5 percent and sewer about 12.4 percent, under the rate ordinance the City Council took up on September 24, 2026, and the new rates started with the first full billing cycle after October 1, 2026. For an inside-city home using 5,000 gallons a month, water and sewer together go from $88.48 to $96.10, about $7.62 more a month. The garbage and drainage lines ($40 and $4) sit on top. Our story on the new water rates has every line. Those are the numbers to hold against a landlord's bundled rent, and the City billing page is the place to recheck them.
Who offers it
The housing page marks the complexes whose own listings say "utilities included" or "water/sewer/trash included," with the posted rent. Complexes don't publish what their rent covers in any one place, so the listing itself is the only proof. A phone call is the second.
Extended-stay hotels are the one category where everything is normally in the rate, and for a six-week stay they beat any apartment's math. Extended Stay America Suites Baytown at 7212 Eastpoint Blvd sells weekly-rate studios with full kitchens and guest laundry just off I-10. WoodSpring Suites Baytown at 4624 East Freeway is the plain kitchenette version.
On Garth Road, TownePlace Suites Houston Baytown at 7238 Garth Road has suites with kitchens and free breakfast, and Staybridge Suites Houston East Baytown at 7626 Garth Road adds a breakfast buffet and an outdoor pool. Ask each front desk what the monthly rate covers and whether the rate drops after the first thirty days.
RV parks usually rent the space and meter the electric, with water and sewer folded into the rent. Confirm that split before you sign. The older duplexes and garage apartments on the north side are where "all bills paid" can still turn up, found by driving and asking.

The math
Say a "utilities included" rent runs $150 above a comparable bare rent. For a light user, that is a loss on water, sewer and trash. For a heavy user, it is a wash. Do it on paper: take the bare rent, add the city bill for a household your size, and compare. If the gap is more than the bill, the extra is going to something else, usually electricity or a flat fee that ignores how little you use.
Ask which utilities, get it in the lease, and ask what the average electric bill was last August. The leasing office knows and will say if you ask directly. If the lease bills water by a formula instead of a meter, the Public Utility Commission of Texas publishes rules on submetering and allocation for apartment water and sewer at puc.texas.gov, and that is the place to check what an owner may charge.
Setting up your own
If they're not included, three accounts start your household. Electricity: CenterPoint delivers the power, and you choose a retail provider on the state's Power to Choose site. Providers' rates differ a lot, so compare before you pick. Water, sewer and trash: the city, through its online application in English or Spanish. The application asks for a photo ID and either a signed lease or a utility billing form signed by your landlord, plus a deposit before service starts. The city's application page lists a $200 deposit for tenants and a $30 service charge, and service starts the next business day rather than the same day. Fees can change, so read the current page before you go. Internet is by street; ask the neighbor first.
The utility billing office is at 315 W. Texas Avenue in the 77520 ZIP, open Monday through Thursday 7:20 a.m. to 5:30 p.m. and Friday 7:30 to 11:30 a.m. The city takes cash, check, money order and cards, and cards carry a 4 percent convenience fee. The moving-here page has the rest of the steps, and the moving to Baytown guide covers the first month.
Before you go
- Ask the leasing office in writing which utilities the rent covers, and get the list into the lease.
- Ask what the average electric bill was last August, in those words, and watch whether they answer.
- Start electric service with a retail provider before move-in day so the power is on when you get the keys.
- Bring a photo ID and your signed lease, or apply online, and remember the city needs a full business day to turn on service.
- Compare bundled rent with the City's current five-thousand-gallon figures, then ask whether a bundled rent will absorb the October increase of about $7.62 a month or pass it on.
Questions people ask
- Which apartments in Baytown include utilities? The housing page, flagged, with posted rents.
- Is electricity ever included? At the extended-stay hotels and some furnished rentals; almost never at complexes.
- How much is electricity in Baytown in summer? Ask the leasing office for last August's average. The answer is the honest one.
- How much is the city deposit for a tenant? The city's application page lists $200 plus a $30 service charge. Check the page for the current figure.
Ask the leasing office what last August's average electric bill was, then sign, or don't. Either way, get the library card the same week; it's the one utility in town that's free. Sterling Municipal Library at 1 Mary Wilbanks Avenue is open Monday through Thursday 10 a.m. to 8 p.m. and Friday and Saturday 10 to 5, with free Wi-Fi.
