Highlands

Highlands is close to Baytown but feels like its own river community. It is unincorporated Harris County, with older homes, local businesses and the San Jacinto shaping both recreation and risk.

The feel

Highlands sits upriver from Baytown on the east bank of the San Jacinto and has the rare quality of being close without feeling attached. It is unincorporated Harris County, river country rather than ship-channel city. Older houses, churches and small businesses set the scale. The roads make more sense once you have driven them twice. The community identity does not need Baytown's name to explain itself.

Most people from Baytown first learn Highlands as a route: the exit before the bridge, the road toward Lynchburg, the quieter way to the ferry. Living there changes the map. The river becomes the reference point.

Fog in January is a real condition, not atmosphere. A hard rain matters upstream and downstream. A boat ramp can be more useful than a park pavilion.

Where it is

Main Street is the spine, running north and south through the middle of town. San Jacinto Street is a block off it, with the fire department and chamber of commerce. Canal Road crosses Main toward the river, and Clear Lake Road runs to the boat club. East Wallisville Road heads east toward Baytown, where it passes Goose Creek Memorial High School at 6001 East Wallisville Road. The ZIP is 77562. Daily life by the San Jacinto

The river is wide and slow here before it becomes the industrial channel farther south. Fishing and small-boat life belong to ordinary weekends. The road to the Lynchburg Ferry gives Highlands one of the area's best half-day loops. Cross the water and walk the San Jacinto Battleground. Then come back without ever needing Garth Road.

The commercial life is modest, which is part of the point. A café special on a board, a feed-store roofline, a church lot full for a supper: the scale is smaller than Baytown and the choices are fewer. People go across for the hospital, major shopping and many restaurants, then come home to a place with less traffic.

Parks and things to do

The Lynchburg Ferry is listed at 1001 South Independence Parkway North. It is free. It runs weekdays from 4:30 a.m. to 8 p.m. and weekends from 11 a.m. to 6:30 p.m. It closes on major holidays. Its landing lot at Burnet Park is a working landing, so do not block the queue or leave valuables. Sources differ slightly on the closing time, so check the ferry's page before a special trip.

Bubbas Bait Shop, at 143 South Main, is the practical stop before a day on the water. It opens at 5:30 a.m. every day. Closing is 6 p.m. Monday to Saturday and 2 p.m. Sunday.

Baytown Boat Club, at 1600 Clear Lake Road, is the marina on the river side. Highlands Park, at 604 Highland Woods Drive, is a Harris County park open daily from 7 a.m. to 10 p.m., next to the community center. Stratford Branch Library is at 509 Stratford Street and belongs to the Harris County Public Library system.

Monday is 11 to 8. Tuesday through Thursday is 10 to 6. Friday is 1 to 6, and Saturday is 10 to 5.

It is closed Sunday.

Where to eat and drink

The choices are few, but they are real, and most are on or just off Main. Backdraft Restaurant, at 411 South Main, does slow-smoked barbecue and Texas plates, opening at 5 a.m. Monday to Saturday and 6 on Sunday. Devillier's Boudin, at 715 South Main, is a Cajun meat market with a lunch counter, open daily until 7. JC's Seafood and Steak Restaurant, at 300 South Main, is open 11 to 9 every day.

For breakfast and lunch, Teapot Depot, at 112 Denny Street, serves from 6 a.m. to 2 p.m. Monday to Saturday. Tacos To Go, at 907 North Main, opens at 4 and closes at 2 on the same days. Carla's Snak Shak, at 323 South Main, is the neighborhood diner, open Monday to Friday from 10:30 to 8 and Saturday until 4.

Food Town, at 302 North Main, is the neighborhood grocery, open 6 a.m. to 10 p.m. daily.

The tradeoff

River proximity is never free. Near the water, flood history belongs in the first conversation about a house, not the last. Read the map, ask what happened in 2017, when Hurricane Harvey flooded communities along the San Jacinto, understand the insurance and the route out. Farther from the bank, the trade is simpler. You get older housing and fewer amenities. In exchange come lower prices, more quiet and a shorter plant commute than many Houston suburbs can offer.

Family history matters here in a way real-estate copy rarely captures. Some homes have changed hands inside the same family. Some people leave for work and come back because a grandparent is still ten minutes away.

That kind of geography does not show up in a drive-time calculator. But it is one reason a small community keeps feeling like itself.

Schools

Most Highlands students attend Goose Creek CISD, rated B (80) for 2026, up from C (78) in 2025. A small part of the community is in Deer Park ISD. So check the address against the district maps. The campuses in town are rated lower than the district: Bonnie P. Hopper Primary is rated D (68), Highlands Elementary is rated D (68), and Highlands Junior School, at 1212 East Wallisville Road, is rated D (69). Those are campus grades. Attendance zones are not in our verified data, so confirm the zone for an address with the district.

Practical notes

Highlands is unincorporated, so there is no city government; the fire department and county services fill that role. Flooding is the main address question: the river is the reference point, and Harvey in 2017 is the benchmark to ask about. A 100-year flood is a 1 percent chance in any year, which the Harris County Flood Control District puts at 26 percent over a 30-year mortgage. So read the flood map for the specific lot and ask for an elevation certificate. The trade for that is quiet: less traffic than Baytown and a ferry road that most commuters never see.

One good hour

Take the road south on a clear Sunday morning, remembering that the ferry does not start until 11 on weekends. Cross, turn around after the Battleground and come back with the river in a different light, then finish with boudin from South Main. The drive itself explains the place better than another list ever could.

Before you go

• Weekend ferry service starts at 11 a.m. So a Sunday-morning crossing means waiting for the first boat.
• Carla's Snak Shak, Teapot Depot and Tacos To Go are closed Sunday, so a Sunday meal on Main means Backdraft, Devillier's or JC's.
• Ask for the flood history and an elevation certificate on any house near the bank, and check the FEMA map for the lot.
• Plan on driving into Baytown for major shopping, since Highlands covers the everyday errands on Main Street and not much more.
