Zoning in Baytown, plainly

What you can build, open or park on a lot, and where to find out before you buy.

The map

The city's zoning map is on the Baytown GIS hub — the same hub this site's boundaries come from — and it's linked here. Type an address and the parcel's district comes up: residential by density, commercial, industrial, mixed-use downtown, and the overlays. Mont Belvieu has its own map and its own code; Highlands and Crosby are unincorporated Harris County, which has no zoning at all — deed restrictions and the county's development rules do the work there.

What the districts mean, roughly

Single-family residential districts set lot sizes and what accessory buildings you can add; the multifamily districts are where the apartments go; the commercial corridors are Garth, 146 and Decker; the heavy-industrial districts hug the plants and the channel; the ACE District downtown has its own mixed-use rules, which is why a bar can open under an apartment on Texas Avenue and not on your street. The exact permitted-use table is the city's, linked.

The questions people actually have

  • Can I run a business from my house? Home occupations are allowed with limits — no customers in numbers, no signage, no employees beyond the household in most residential districts. The code section is linked.
  • Can I park the RV or the boat in the driveway? Depends on the district and the HOA; the city allows it in most residential districts with setbacks, and the HOAs on the newer subdivisions mostly don't.
  • Can I build a shop or a garage apartment? Accessory structures have size and setback limits; a second dwelling is district-specific.
  • Chickens? Yes in most districts, with a count limit and no roosters; the animal ordinance is on the city-hall page.
  • Short-term rentals? The city's current rule is linked; it's changed recently and the council's decisions list shows the vote.

Rezoning and variances

The Planning and Zoning Commission hears rezoning requests and the Board of Adjustment hears variances; both meet monthly, agendas on the city's portal, and neighbors get notice by mail. The council's recent decisions on the city-hall page show what's been rezoned lately — the corridor toward the Marketplace, mostly.

Before you buy

Pull the district, read the deed restrictions, ask the HOA, and check the flood map on the hurricane page — the flood map decides more than the zoning does on the Bayway side.

Questions people ask

How do I find the zoning for an address in Baytown? The GIS map, linked; type the address. Is Highlands zoned? No — unincorporated Harris County has no zoning; deed restrictions apply. Who do I call about a zoning question? The city's Planning and Development Services; the number is on the city-hall page.
