Who Carries Baytown's Tax Base: The 10 Largest Taxpayers

Concentration in the tax base helps explain which properties carry a large share of taxable value.

CenterPoint Energy Inc. leads Baytown's 2025 list of taxpayers with $120,971,182 in taxable assessed value, yet the ten largest names together hold less than a tenth of the whole.

A tax base is usually discussed as one giant number. The largest taxpayers show where some of that value sits. The tenth name, HS Port 10 Logistics LLC, has $36,812,911. The gap between first and tenth is large, but even the first is a small slice of the full tax base.

Add all ten names and you get $610,215,623. That is 9.18% of the $6,649,431,158 in total taxable assessed value in the 2025 report. The other 90.82% comes from every other taxpayer on the roll. The adopted FY2027 city rate is $0.69803 per $100 of value, so a $250,000 taxable home would carry about $1,745 a year in city tax at that rate, before any exemptions. That is an illustration, not your bill.

The short version

  • The 10 largest taxpayers on the 2025 list hold $610,215,623 in taxable assessed value, or 9.18% of the total.
  • The total taxable assessed value in the 2025 report is $6,649,431,158.
  • CenterPoint Energy Inc. is first at $120,971,182. HS Port 10 Logistics LLC is tenth at $36,812,911.
  • The adopted property tax rate for FY2027 is $0.69803 per $100, the same as for FY2026.
  • All sales taxes together brought in $35,133,989 in FY2025.

The ten names on the list

The city's financial report for the year ended Sept. 30, 2025 prints the list. The figures come from the Goose Creek school district tax office. Here are the ten names, in the order the report prints them, with taxable assessed value for 2025:

  • CenterPoint Energy Inc.: $120,971,182
  • Raven Butene-1 LLC: $84,726,890
  • Jindal Saw LLC: $68,916,108
  • Exxon Mobil Corp: $70,860,659
  • Passco Sapphire Bay Dst: $56,789,007
  • TREA Archway Baytown 10 CC: $50,316,386
  • JLC South Road LLC: $42,403,563
  • HEB Grocery Co LP: $40,370,275
  • Abby Baytown LP: $38,048,642
  • HS Port 10 Logistics LLC: $36,812,911

One detail stands out. The report prints Jindal Saw LLC as the third name and Exxon Mobil Corp as the fourth, even though the Exxon figure is higher. The ten values add up to exactly $610,215,623, so the totals hold; only the ranking order looks off. We list them as printed.

What "taxable assessed value" means

The report lists value, not a tax bill. A bill depends on the value and on the rate. The list does not say how much each taxpayer paid. It also does not say what each company owns in Baytown.

The names give some hints. They include an energy company, a grocery company and a logistics company. Several others are property-holding entities whose names do not show what they own. Check the tax year, whether the value is appraised or taxable, and whether a company name represents one property or several. Do not turn a largest-taxpayer table into a claim about jobs, profit or ownership unless another source supplies that fact.

CenterPoint's $120,971,182 is about 1.8% of the $6,649,431,158 total. The tenth name is about 0.55%. No single taxpayer carries the roll, and the base is wide: roughly 90.82% of taxable assessed value sits outside the ten largest names.

The rate those values meet

Tax year and fiscal year trip people up. The city's fiscal year 2027 began Oct. 1, 2026, and its rate is set on tax year 2026 values. The list above is the 2025 roll from the year-end report.

On Sept. 10, 2026, the City Council passed the tax rate ordinance for FY2027. The rate is $0.69803 per $100 of value. It is the same dollar rate as for FY2026 (tax year 2025). Of the FY2027 rate, $0.25991 is for debt. The FY2026 debt part was $0.27339.

For tax year 2026 the city's notice lists two benchmark rates: a no-new-revenue rate of $0.68517 and a voter-approval rate of $0.74695. The adopted rate sits between them.

The year before, the FY2025 rate was $0.70042 per $100. Of that, $0.436890 went to the general fund and $0.263530 went to debt service.

Sales tax and the size of the budget

Property tax is not the only way residents and visitors pay the city's bills. All sales taxes across city funds brought in $35,133,989 in FY2025, up from $33,675,244 in FY2024.

Not all of that is General Fund money. The General Fund's own sales tax line was $23,104,178 in FY2025. The FY2027 budget expects $25,593,682, before rebates.

The tax roll sits under a large budget. The all-funds budget for FY2027 is $424,324,581, a 6.7% increase from FY2026. The General Fund alone has $149,366,499 in revenue and $154,005,001 in expenditures. The city has 1,001 full-time-equivalent positions in the FY2027 budget, and the Census Bureau estimated 86,561 residents on July 1, 2025.

A familiar name, and the city's credit

One name on the list has deep roots. ExxonMobil's Baytown complex traces to 1919 and covers about 3,400 acres along the Ship Channel, according to the company's 2024 fact sheet. It is home to a refinery, a chemical plant and an olefins plant. The fact sheet says the refinery processes about 588,000 barrels of crude oil a day.

On the taxpayer list, Exxon Mobil Corp has $70,860,659 in taxable assessed value.

The same financial report says the city keeps an underlying rating of AA from S&P and Aa2 from Moody's for general obligation debt. The report gives no date for those ratings.

What this means for you

Baytown's tax base is wide, and the ten largest names hold 9.18% of it. Your own bill still comes from your property's value times the rate, and Baytown also sits inside school, county and other districts that tax separately, so read the whole notice. Your appraisal district sets the value, and the notice you receive carries the dates for disputing it. Baytown spans Harris and Chambers counties, so look up your property with the Harris Central Appraisal District (https://hcad.org) or the Chambers County Appraisal District. A fair question for any budget season: which part of the bill is for debt, and which part is for day-to-day costs?
