Paying
Pay your bill in the Baytown Utility Services portal
The city moved utility billing to a new portal. The first time, it takes two steps:
- Go to selfservice.baytown.org/css and choose LOG IN. Sign in with a Google, Apple, Microsoft or Facebook account, or choose Sign up and fill in the form.
- Open the verification email from "Community Access Id" and click the activation link.
- In the portal, go to Baytown Utility Billing, then Utility Billing, then Accounts, and choose Link to Account.
- Enter the account ID and the CID printed on the letter the city mailed you. Then you can see and pay the bill.

If your service has been shut off
If service is cut off for non-payment, the full delinquent balance has to clear before it goes back on. Pay by the deadline and service is restored the next business day.
- In person at 315 W. Texas Avenue: 5:30 p.m. Monday to Thursday, 11:30 a.m. Friday
- After an online reconnection payment: email the confirmation number to [email protected] or contact Utility Services by 5:30 p.m. Monday–Thursday or 11:30 a.m. Friday. That reports the confirmation; the city does not accept pay-by-phone.
What it costs
From the first full billing cycle after October 1, 2026 (Ordinance No. 16,602), an inside-city home pays water: $8.72 base + $4.19 customer charge, then $4.07, $7.86 and $10.85 per 1,000 gallons (first 2,000, next 4,000, over 6,000); sewer: $10.89 base + $5.23 customer charge, then $4.04 per 1,000 for the first 2,000 gallons and $9.09 for the next 10,000, nothing over 12,000.
