Property tax and the appraisal district

Two different appraisal districts value property around here, depending on which side of the county line your address falls on, and neither one sets your tax bill by itself. Here's who does what, and how to protest if the number looks wrong. The short dates: file a protest by May 15 (or 30 days after your notice was mailed, whichever is later), and file for a homestead exemption before May 1. Both are free.

Which CAD covers which town

Harris Central Appraisal District (HCAD) appraises property in the Harris County part of Baytown, plus Highlands and Crosby, since those are all in Harris County. Chambers County Appraisal District (Chambers CAD) appraises Mont Belvieu, Cove, Old River-Winfree, and the eastern slice of Baytown that lies across Cedar Bayou in Chambers County. Baytown is unusual in that it straddles the county line, so two houses in the same city can be on two different appraisal rolls. Check your notice or tax bill to see which county issued it if you're not sure.

Both districts run online property search tools where you can look up a parcel by address or owner name and see its appraised value, exemptions on file, and appraisal history. HCAD's office is at 13013 Northwest Freeway in Houston, open Monday through Friday 8 a.m. to 5 p.m., and its homepage says Saturday hearings are offered in June and July. Chambers CAD does most of its business online: it takes protests at chamberscad.org/protest and homestead applications through an online form on its homepage. The Chambers CAD site doesn't list a walk-in street address or office hours, so if you want to go in person, check the site's contact information first.

The protest deadline

The rule is the same statewide: you have until May 15, or 30 days after the date the appraisal district mailed your notice of appraised value, whichever is later. That 30-day clock runs from the mailing date, not from when you actually opened the envelope, so don't wait to check the postmark. Both HCAD and Chambers CAD send notices in the spring when your appraised value changes; if your value didn't change, you may not get a notice at all, but the May 15 deadline still applies if you want to protest.

How to protest

Both districts let you file a protest online. HCAD uses its iFile Protest system, and Chambers CAD has its own online protest page at chamberscad.org/protest. Both also accept a written protest by mail if you'd rather not use the portal. After you file, you'll typically get an informal review with an appraiser first; if you don't settle there, it goes to a formal hearing before the county's Appraisal Review Board (ARB), a panel of local citizens separate from the appraisal district staff. Bring your own evidence: comparable sales, photos of needed repairs, or a recent independent appraisal all carry more weight than just saying the number feels high.

Homestead exemption and how to apply

If the home is your primary residence, file for a homestead exemption. It isn't automatic. The general homestead exemption is worth $140,000 off your home's value for school district taxes, the amount set after the November 2025 constitutional amendment election raised it from the previous $100,000. You apply once, for free, directly with your county's appraisal district (HCAD or Chambers CAD, whichever covers your address); there's no fee and no reason to pay a third-party service to file it for you. HCAD runs an Exemption Wizard on its site to show which exemptions you qualify for.

The Texas Comptroller states that the general deadline for filing an exemption application is before May 1, so file in the first months of the year rather than alongside a protest. If you missed it, don't assume you're out of luck: Texas law lets owners file a late homestead application for a limited time after the taxes become delinquent. The window is generally put at one year, but ask your appraisal district what applies to your parcel. The form and current requirements are on the Comptroller's exemptions page and each CAD's site.

Over-65 and disabled exemptions

Homeowners who are 65 or older, or who qualify as disabled, get an additional $60,000 exemption off school district value on top of the general homestead exemption, again set by the same November 2025 amendments, up from a previous $10,000. These homeowners also get a school-tax ceiling: once granted, the school-tax portion of the bill can't increase further as long as they own and live in the home, even if the appraised value keeps rising. Apply through the same appraisal district as the general homestead exemption; verify current dollar amounts at comptroller.texas.gov before you file, since these figures can change with future legislation.

Who sets the rates, and where to find them

The appraisal district only determines value — it doesn't set your tax rate and doesn't collect the money. Each taxing unit that touches your property (the city, the county, the school district, any hospital or utility district, and so on) adopts its own rate every year, usually in the fall, after public hearings required under the state's truth-in-taxation rules. Your total bill is the sum of every taxing unit's rate applied to your taxable value after exemptions.

The City of Baytown's slice is a good example. The city adopted a rate of $0.69803 per $100 of taxable value for fiscal 2027, which began October 1, 2026. That is the same dollar rate as the year before, with $0.25991 of it going to debt. The city's notice put its no-new-revenue rate at $0.68517 and its voter-approval rate at $0.74695, the two lines the state uses to judge whether a rate change needs voter approval. That is one taxing unit; the county, Goose Creek CISD and any special district add their own rates on top.

Current adopted rates for every taxing unit are published through the Texas Comptroller's truth-in-taxation resources, starting at comptroller.texas.gov/taxes/property-tax. That covers Chambers County and Goose Creek CISD rates too. The bills themselves come from the tax assessor-collector's office: the Harris County Tax Assessor office has a Baytown location at 701 W Baker Road, and the Goose Creek CISD Tax Office at 607 W Baker Road handles school taxes. On the Chambers County side, the Chambers County Tax Office does the billing, and the West Chambers County Courthouse Annex at 10616 Eagle Drive in Mont Belvieu is the county's weekday-morning office on the west side, open 8 to noon Monday through Friday, so ask there which counter handles your bill.

A note on Zillow's "Zestimate"

If you've pulled up a property online and seen three different numbers, a Zillow estimate, an appraised value, and a recent sale price, they're not measuring the same thing. Zillow's estimate is an automated guess from recent comparable sales and public data; it refreshes constantly and can be off by a meaningful margin. The appraisal district's value is a legal number, set once a year, meant to reflect market value on January 1, not today. Only the appraisal district's number is the one worth protesting.

Before you go

  • Read the notice the week it arrives, not the week the deadline hits. Mark May 15 or the 30th day after the mailing date, whichever is later. A protest filed on May 14 with no evidence gathered is a worse protest than one filed in April with your comparable sales already printed out.
  • File the homestead application before May 1 in the first year you own the home.
  • Print your comparable sales and repair photos before you file, not the night before a hearing.
  • Confirm which county's district covers your parcel from the notice, since Baytown sits on both rolls. The ZIP codes page puts 77520 and 77521 mostly in Harris County and 77523 mostly in Chambers, but those are rules of thumb and the notice decides. The moving to Baytown guide covers the rest of a first year here.

Which CAD is Baytown in? Both: Harris CAD for most of the city, Chambers CAD for the part east of Cedar Bayou; check your notice to be sure.

What CAD covers Mont Belvieu? Chambers County Appraisal District.

How do I look up my property value? Use HCAD's or Chambers CAD's online property search by address or owner name, whichever district covers you.

What's the property tax rate around here? It varies by exact address, since it's the sum of city, county, school, and any special district rates; look up your parcel on the Comptroller's truth-in-taxation resources.

Why doesn't Zillow's estimate match the appraisal? They're calculated differently and refreshed on different schedules; see the note above.
